DOHA: The Ministry of Justice has launched the new website of the Official Gazette and the Qatar Legal Portal “Al Meezan” to improve access to legislation, enhance legal services and support Qatar’s investment environment.
His Excellency Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, inaugurated the two digital platforms as part of efforts to strengthen the country’s legal knowledge system in line with Qatar National Vision 2030 and the Third National Development Strategy 2024–2030.
Speaking at the inauguration, the Minister said the project represents a strategic step towards developing integrated digital infrastructure for legal knowledge. He noted that the initiative goes beyond improving electronic publishing and search services by providing reliable legal information and making government services more accessible, transparent and efficient.
The new Official Gazette website will provide authenticated legislative texts in a reliable digital format, enabling users to access legislation and follow amendments more easily. The electronic edition will be published as an authenticated official text under Minister of Justice Decision No. 129 of 2026 and Law No. 12 of 2016 concerning the Official Gazette.
The Al Meezan portal brings together legislation, judicial rulings, fatwas and agreements within an integrated legal knowledge system. It currently contains more than 9,659 legislative instruments, 3,758 judicial rulings and 709 agreements.
The platforms are accessible to individuals and institutions, with accessibility standards for persons with disabilities. They also incorporate artificial intelligence technologies to improve legal searches and access to information, while maintaining the official legal text as the authoritative reference.
“The law belongs to everyone, and access to it is a guaranteed right, not a privilege,” the Minister said.
Digital Platforms to Support Investment
Saeed bin Abdullah Al Suwaidi, Undersecretary of the Ministry of Justice, said the launch marks a new phase in strengthening Qatar’s legal framework, improving legal services and promoting the investment climate.
Speaking to the media on the sidelines of the inauguration, he said the platforms would provide reliable and user-friendly access to legislation, judicial rulings, fatwas and agreements, allowing researchers, legal practitioners and members of the public to move easily from legal texts to their context and practical applications.
He added that the digital legal system would strengthen legal certainty and transparency, improve the regulatory environment and facilitate doing business, thereby reinforcing investor confidence and supporting Qatar’s attractiveness for quality investments.
Al Suwaidi said the Ministry’s vision under its 2025–2030 Strategic Plan was to make legal knowledge an essential part of the country’s integrated digital environment and strengthen institutional cooperation between legal and judicial authorities.
Public Participation and Bilingual Legal Information
The Al Meezan portal also provides channels for public participation in the legislative process. In coordination with the General Secretariat of the Council of Ministers, users can submit proposals on draft legislative instruments open for public consultation and comment on legislation currently in force. This approach aims to strengthen communication between government institutions and the public and support legislation that responds to changing needs.
The Ministry said that making legal information available in both Arabic and English would help individuals, businesses and international investors understand Qatar’s legislative and regulatory framework more easily. Reliable access to legal requirements can reduce the time and effort needed to obtain relevant information, improve transparency and support informed business decisions.
The project is the result of cooperation among the Ministry of Justice, the Supreme Judiciary Council, the Ministry of Communications and Information Technology, the National Planning Council, the Civil Service and Government Development Bureau and the General Secretariat of the Council of Ministers, alongside the Ministry’s strategic partners.
The Ministry said the initiative would contribute to improving the competitiveness of Qatar’s economy, strengthening investor confidence and enhancing the country’s attractiveness for quality investments.
