Vietnam Party Committee Reviews Charter Revision Research Outline

HANOI: The 14th Communist Party of Vietnam Central Committee will review a research outline on possible amendments to the Party Charter during its fourth plenum, which opened in Hanoi on Monday, according to Vietnam News Agency.
General Secretary of the Central Committee and Vietnamese President To Lam said discussions should not be limited to specific proposed amendments. He stressed that any changes should be necessary and have long-term value.
Lam said the research should uphold fundamental principles while addressing new requirements related to organization, authority, responsibility and oversight of the exercise of power.
He also called for a clear distinction between issues arising from the Party Charter, its implementing regulations and their practical implementation.
According to the report, the study will be linked to reviews of 100 years of the Party’s leadership of the Vietnamese revolution and four decades of implementing its political platform.
Lam identified four priorities for the meeting: strengthening the Party’s capacity for self-renewal and self-correction, improving leadership methods, reforming personnel work and attracting talent, and setting priorities for effective resource use.
The fourth plenum will continue through Thursday.
