ICAO Secretary General applauds Pakistan CAA’s progress at ICAO Conference

Doha – During a meeting at the International Facilitation Conference 2025 held in Doha, ICAO Secretary General Mr. Juan Carlos Salazar congratulated and appreciated the impressive efforts of the Pakistan Civil Aviation Authority (PCAA) under the leadership of DG CAA Mr. Nadir Shafi Dar.
The Pakistani delegation, led by DG PCAA Mr. Nadir Shafi Dar, included Director Aviation Security & Facilitation Air Cdre (Retd) Shahid Qadir and Deputy Director Faisal Chouhan. They met with ICAO Secretary General Mr. Juan Carlos Salazar, who was joined by senior ICAO officials, including Director Capacity Development and Implementation Bureau Mr. Jorge Vargas, Director Legal Bureau Mr. Michael Gill, and ICAO Asia Pacific Regional Director Mr. Tao Ma.
During the meeting, DG PCAA Mr. Nadir Shafi Dar briefed the ICAO Secretary General on the tremendous progress made by the PCAA in various safety domains, including the successful resumption of flights to the European Union (EU). He expressed optimism for similar progress in the near future with the UK. He also outlined the ongoing restructuring of the PCAA, aligning it with ICAO’s global guidelines. Furthermore, Mr. Nadir shared details about the initiatives undertaken to retain aviation inspectors through incentive programs and the Federal Ministers’ active involvement in modernizing Pakistan’s aviation system. These efforts aim to make the country’s aviation sector extremely safe, secure, and fully compliant with international standards.
DG PCAA also informed Mr. Salazar of his plan to bring all government and aviation stakeholders into alignment with international best practices. He emphasized his role as the national oversight regulatory body, and his commitment to supporting aviation stakeholders in capacity development. Additionally, Mr. Nadir sought the ICAO Secretary General’s support in further developing Pakistan’s capabilities, increasing the country’s participation in international aviation forums, and fostering stronger collaboration between ICAO and the PCAA.
Mr. Salazar, in turn, highly commended the progress made by the PCAA under the leadership of DG Nadir Shafi Dar. He assured DG PCAA of ICAO’s unwavering support, recognizing Mr. Nadir’s untiring efforts in advancing the aviation sector. He also encouraged more representation and support from Pakistan at ICAO. The Secretary General extended his congratulations to DG PCAA for Pakistan’s excellent performance during the ICAO USAP 2024 audit. He directed his senior officials present at the meeting to establish immediate coordination with PCAA and provide all necessary assistance to Pakistan’s civil aviation authority.
In closing, DG PCAA presented souvenirs to the ICAO Secretary General on behalf of the Government of Pakistan, symbolizing the strong ties between the two organizations and marking the conclusion of a fruitful meeting.
