Seoul, August 24, 2025 — South Korea’s special counsel team investigating former President Yoon Suk-yeol’s alleged attempt to impose martial law has requested an arrest warrant for former Prime Minister Han Duck-soo, officials announced Sunday.
The team said Han faces charges including aiding an insurrection leader, perjury, falsifying official documents, and destroying public records. Prosecutors argue Han, as prime minister at the time, had a duty to prevent Yoon’s “arbitrary exercise of power” but instead facilitated the unlawful declaration of martial law.
Investigators allege Han tried to conceal legal flaws in the martial law orders by drafting and later abolishing related documents. He is also accused of lying under oath to the Constitutional Court and National Assembly, where he previously claimed no knowledge of the martial law directives.
In July, the special counsel conducted a search of Han’s residence, reportedly securing evidence supporting the charges. The investigation is part of a broader probe into Yoon’s short-lived emergency rule plan, which has triggered a major political scandal in Seoul.
If approved, the warrant would mark a rare move against a former South Korean prime minister in connection with constitutional violations.
