PARIS – Oct. 30, 2025 – France and Spain have called for limits on the use of veto powers at the United Nations Security Council to ensure justice and accountability in Gaza and other global crises.
Speaking at the Paris Peace Forum, French Foreign Minister Jean-Noel Barrot said the Council must be reformed to reflect today’s geopolitical realities. “We want two permanent seats for Africa and additional seats for Japan, Germany, and Brazil to make decisions more legitimate,” he said.
Barrot added that France, working with Mexico for years, is promoting an initiative to restrict veto use in cases of atrocities — a proposal now supported by over 20 countries. “We’re pleading for reform to unblock decisions when basic human rights are at stake,” he noted.
Spanish Foreign Minister Jose Manuel Albares echoed Barrot’s stance, stressing that international law and humanitarian principles must be upheld in Gaza, Ukraine, and Sudan. He also defended UNRWA’s vital role supporting millions of Palestinians and said humanitarian aid must reach Gaza without obstacles.
