Doha, November 12, 2025 — China’s Ambassador to Qatar, H.E. Cao Xiaolin, has emphasized the growing strength of China–Qatar relations and the global promise of China’s upcoming 15th Five-Year Plan (2026–2030). He described the plan as a roadmap for stability, innovation, and shared prosperity.
Speaking at a press briefing in Doha, Ambassador Cao congratulated Qatar for successfully hosting the Second World Summit for Social Development, where the Doha Political Declaration was adopted. He said the event showed Qatar’s active global role and its contribution to promoting social development and international cooperation.
The ambassador said that under the leadership of President Xi Jinping, China will continue to advance the vision of building a community with a shared future for humanity, guided by the Global Development, Security, Civilization, and Governance Initiatives. He noted that these efforts reflect “Chinese wisdom and solutions” for creating a fair and balanced world order.
Referring to the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), Ambassador Cao said the meeting set the direction for China’s modernization and endorsed the 15th Five-Year Plan. The plan focuses on promoting high-quality growth, scientific self-reliance, cultural progress, social welfare, green development, and national security.
He added that China will invest in advanced technologies such as artificial intelligence, quantum science, 6G communications, and clean energy, while ensuring steady economic growth and improving people’s lives. “The 15th Five-Year Plan will turn China’s economic potential into new opportunities for global growth,” he said.
Ambassador Cao said the plan will open more opportunities for cooperation between China and Qatar. “It will act as a driving force for practical collaboration and help usher in a new golden era in China–Qatar relations,” he remarked.
He highlighted that China has been Qatar’s largest trading partner for five years, with bilateral trade reaching US$24.22 billion in 2024, an increase of over 128 percent since 2014. He mentioned key joint projects such as the Al Kharsaah Solar Power Plant, the North Field LNG Expansion, and the Strategic Water Mega Reservoirs, calling them examples of “mutual benefit and sustainable progress.”
Ambassador Cao also mentioned the growing people-to-people exchanges, noting the rise in Chinese visitors to Qatar and the popularity of Chinese electric vehicles and technology brands. He said both countries share long-term goals, as China’s modernization vision aligns closely with Qatar National Vision 2030 in sustainability, innovation, and inclusive growth.
The press briefing ended with a lively and friendly question-and-answer session, where Ambassador Cao responded openly and thoroughly to questions from the media, reflecting the warm and respectful relationship between China and Qatar.
Looking ahead, the ambassador reaffirmed China’s commitment to deeper cooperation with Qatar and the Gulf region. “China will continue to stay open, confident, and ready to work closely with partners like Qatar to promote shared progress and lasting peace,” he concluded.
