Kyiv, November 21 (QNA) – Ukraine said it had received a draft proposal from the United States aimed at restarting diplomatic efforts to end the war with Russia.
The presidency said President Volodymyr Zelenskyy will discuss key elements of the plan with US President Donald Trump in the coming days. Zelenskyy affirmed Kyiv’s readiness to work constructively with Washington and international partners to pursue peace, following talks with US Army Secretary Dan Driscoll.
According to a Western official cited by CNN, the 28-point proposal would require Ukraine to make significant concessions – including giving up the eastern Donbas region and reducing the size and capabilities of its military – in exchange for US -backed security guarantees. The plan also envisions freezing current front lines in Kherson and Zaporizhzhia and includes territorial concessions in areas not currently held by Russia.
In Europe, senior EU officials stressed that any peace arrangement must involve both Ukraine and European partners. EU foreign policy chief Kaja Kallas said the bloc’s approach focuses on weakening Russia’s ability to wage war while strengthening support for Kyiv. France’s foreign minister warned that peace cannot amount to surrender, while Poland stressed the need to curb Russia’s destructive capacity.
Germany reiterated that any ceasefire talks or broader peace negotiations must be conducted with Kyiv’s full participation and with Europe at the table.
