NHRC Urges Global Action to Protect Human Rights Amid Climate Change

Brasilia, November 22 (QNA) – HE Secretary-General of the National Human Rights Committee (NHRC), Sultan bin Hassan Al Jamali, emphasized the urgent need for a binding instrument to promote human rights amid climate change and strengthen mechanisms for international protection.
Addressing the NHRC-organized expanded consultative forum in collaboration with the Ministry of Environment and Climate Change (MECC) at Qatar’s pavilion during the 30th session of the United Nations Framework Convention on Climate Change (COP30) in Belem, Brazil, Al Jamali highlighted that achieving SDGs 2030 depends on a fair climate framework, international cooperation, and support for least developed countries.
He stressed that climate-induced risks threaten the actual enjoyment of human rights, compounded by discrimination, marginalization, poverty, displacement, and other humanitarian challenges. The forum reaffirmed NHRC’s commitment to the Doha Declaration on Climate Change and Human Rights, adopted in February 2023.
Speakers at the forum included Dr. Jorge Augusto Nogueira, Federal Public Defender of Brazil, who discussed measures addressing climate-related disasters, including the 2024 floods in Rio Grande do Sul affecting over 21 percent of the population. Raquel Caballero de Guevara, Ombudsperson for Human Rights in El Salvador, highlighted her country’s recovery from armed conflicts and economic crises and emphasized the global impacts of climate change on food, water, and displacement.
The forum featured three papers: NHRC’s Hamad Salem Al Hajri on NHRIs’ human rights-based approach to climate issues; Aline A. Larroyed on climate governance and effective redress; and Rosa Guillermina Sandoval on corporate responsibility in human rights protection amid climate change.
On the sidelines, HE Al Jamali met with El Salvador’s Human Rights Ombudsperson to strengthen bilateral cooperation, share expertise, and plan joint programs, focusing on women’s rights, vulnerable groups, and promoting peace through global events, including sessions at the Human Rights Council in Geneva.
