Doha, November 26 (QNA) – HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet’s regular meeting on Wednesday at the Amiri Diwan. HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi announced the following decisions.
The Cabinet commended HH the Amir Sheikh Tamim bin Hamad Al-Thani’s participation in the G20 Summit 2025, held on Nov. 22 in Johannesburg under the theme “Solidarity, Equality, Sustainability.” It affirmed that His Highness’ participation reflects Qatar’s strong global standing and its recognized role in resolving conflicts, supporting peace and development, and defending justice and equality.
The Cabinet also praised the outcomes of HH the Amir’s official visit to the Republic of Rwanda on Nov. 20–21, followed by his state visit to the Democratic Republic of Congo (DRC). It highlighted HH the Amir’s discussions with HE President Paul Kagame and HE President Felix Tshisekedi, noting that the agreements and memoranda of understanding signed during the visits underscore the depth of Qatar’s relations with both countries and open wider prospects for cooperation in various sectors.
The Cabinet approved a draft decision by the Minister of Trade and Industry setting conditions for conducting commercial activities through websites without requiring a physical location. The decision aims to establish a clear legal framework for e-commerce, encourage investment, and safeguard the rights of traders and consumers.
Additionally, the Cabinet approved a draft MoU on diplomatic training cooperation with Paraguay, an MoU on agriculture and food security cooperation with Uruguay, and a draft cooperation program between the Ministries of Justice of Qatar and Iraq for 2026–2030.
The meeting concluded with a review of four reports: the 2024 Civil Defense Department report; the 2023–2024 Qatar Development Bank report; outcomes of the Qatar–Switzerland Joint Financial and Economic Committee (September 2025); and the second session of the Arab Cybersecurity Ministers Council (Riyadh, September 2025).
