Qatar Prioritizes Digital Technologies to Enhance Legal and Legislative Efficiency: Minister
Doha, February 03 (QNA): HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi affirmed that Qatar prioritizes leveraging digital and advanced technologies to enhance legal and legislative government efficiency as part of its strategic transition toward a knowledge-based economy.
Speaking during a panel discussion at the Third Web Summit Qatar 2026, HE the Minister said that hosting the global technology event reflects Qatar’s path toward digital transformation and reinforces its position as a global platform bringing together technology leaders, innovators, investors, and enterprise founders.
He highlighted the Smart Legislative Advisor initiative launched by the Secretariat General of the Council of Ministers under Qatar’s Digital Agenda 2030, including an interactive electronic platform for preparing government legislation. The initiative utilizes AI-powered tools to draft, review, and analyze legislation, enhancing accuracy and quality while reducing legal review time by up to seven times.
Implemented in cooperation with the Ministry of Communications and Information Technology (MCIT) and supported by Scale AI, the program reduced legislative processing time from nearly 35 days to about 5 days, while maintaining full human oversight and professional legal responsibility.
HE Al Mohannadi noted that nearly 90 percent of the Ministry of Justice’s services have been digitized under its Strategic Plan 2025–2030. He stressed that technology enhances efficiency, trust, accessibility, and the rule of law, serving as an enabler rather than a substitute for legal standards.
He also highlighted Law No. (19) of 2025 amending provisions of the Legal Profession Law as a key reform to strengthen the private sector and modernize the legislative framework. The Doha Legal Forum and international platforms such as the Web Summit further support Qatar’s goal of building a flexible, transparent legal ecosystem serving citizens and investors.
