Xi Jinping has written an article emphasizing the importance of promoting the high-quality development of China’s marine economy, which will be published Monday in the sixth issue of Qiushi Journal, the flagship magazine of the Communist Party of China Central Committee.
Xi, who also serves as Chinese president and chairman of the Central Military Commission, notes that China has a long history of marine research and development. Efficient use of marine resources and expansion of the marine economy are essential for advancing Chinese modernization and strengthening national development.
The article calls for accelerating breakthroughs in key technologies to enhance self-reliance in marine science and innovation. It also stresses upgrading traditional marine industries while developing emerging sectors to support sustainable economic growth.
Xi highlights the need to balance economic development with marine ecological protection and calls for greater participation in global ocean governance. The article also stresses the peaceful use of marine resources while safeguarding China’s maritime rights and territorial sovereignty.
To advance these goals, six priority areas are outlined, including stronger policy support, enhanced scientific innovation, development of competitive marine industries, coordinated planning for major bays, improved marine environmental protection, and active participation in global ocean governance.
According to the Ministry of Natural Resources of China, China’s marine economy continued to grow in 2025, with the gross ocean product rising 5.5 percent year-on-year to 11.02 trillion yuan (about 1.6 trillion U.S. dollars), accounting for 7.9 percent of the country’s GDP.
