NEW YORK: United Nations Secretary-General Antonio Guterres has called on governments worldwide to urgently establish common rules for artificial intelligence (AI), warning that rapid advances in the technology without coordinated oversight could weaken public accountability and global governance.
Speaking at an international AI event on Wednesday, Guterres announced the launch of the UN’s Independent Scientific Panel on Artificial Intelligence, established following a decision by the UN General Assembly. The panel comprises 40 leading experts from around the world who will provide independent scientific assessments of AI and help bridge global knowledge gaps.
Guterres said the panel will deliver reliable, evidence-based analysis of AI’s impact on economies and societies while helping distinguish scientific facts from misinformation. He noted that AI has enormous potential to accelerate progress in healthcare, education, food security, and climate action, but also poses significant risks without effective safeguards.
“The more AI advances without shared rules, the less say governments and people will have in the outcome,” Guterres warned, urging countries not to delay international cooperation on AI governance.
He also announced that the inaugural Global Dialogue on AI Governance will take place in Geneva next week, where UN member states will discuss measures to strengthen international AI governance and help countries harness the benefits of the rapidly evolving technology while addressing its challenges.
