During the recently held Ibtechar Majlis at Sharq Village & Spa, Rahbar Kisan International had the opportunity to meet and speak with Eng. Nayef Al Ibrahim, Co-Founder and CEO of Ibtechar. The event marked the inaugural edition of a new dialogue series launched under the theme “Imagining a Public Innovation Lab for Qatar.” The Majlis brought together national leaders, policymakers, academics, and innovation experts to explore the role of public innovation in accelerating Qatar’s transformation toward a knowledge-based economy.
Eng. Nayef Al Ibrahim, who moderated the session, emphasized that the Ibtechar Majlis was conceived as a national platform to promote collaboration and shared learning among government institutions, the private sector, and academia. Drawing from Qatar’s cultural tradition of open dialogue, the Majlis serves as a modern space for meaningful discussions aimed at developing practical, forward-thinking solutions for public service innovation.
Reflecting on the initiative, Eng. Nayef explained that Qatar’s compact size gives it a unique advantage in implementing a hybrid model for a Public Innovation Lab, combining centralized and decentralized structures. A central lab would accelerate cross-government priorities and innovation strategies, while ministry-level labs could focus on sector-specific solutions. This two-pronged approach, he noted, would enable faster piloting, stronger inter-ministerial collaboration, and alignment with Qatar’s national development goals.
Ibtechar’s leadership in this domain is evident, as the company has designed and managed over 70 percent of Qatar’s innovation spaces. Through capacity-building programs and advisory services, Ibtechar continues to play a pivotal role in translating strategic vision into actionable outcomes. The Majlis, as Eng. Nayef highlighted, is a continuation of these efforts, fostering a culture of innovation and collective problem-solving.
During the conversation, Eng. Nayef proposed the establishment of a Qatar National Innovation Day, envisioning it as an annual event that brings together the public sector, private organizations, communities, and students to celebrate creativity and innovation. “We have seen how the National Sports Day has successfully engaged society in promoting wellness and unity,” he remarked. “Imagine what could be achieved if we dedicated a similar day each year to innovation, experimentation, and knowledge-sharing.”
He further emphasized that innovation is a long-term process requiring patience, persistence, and cultural evolution. The Ibtechar Majlis, he said, represents a humble yet significant step toward embedding innovation in the national fabric, encouraging dialogue, nurturing ideas, and shaping Qatar’s public sector transformation in line with Qatar National Vision 2030.
With initiatives like the Ibtechar Majlis, Eng. Nayef Al Ibrahim and his team are paving the way for a more collaborative, efficient, and future-ready Qatar, one where innovation becomes not just a practice but a defining value of national progress.
