Five-Point Initiative between China and Pakistan on Restoring Peace and Stability in the Gulf and the Middle East

Doha, April 2, 2026 – The Embassy of China in Doha, Qatar, announced a significant diplomatic initiative jointly proposed by China and Pakistan aimed at restoring peace and stability in the Gulf and the broader Middle East region.

On March 31, 2026, in Beijing, a member of the Political Bureau of the Central Committee of the Communist Party of China and Chinese Foreign Minister met with Deputy Prime Minister and Foreign Minister of Pakistan, Senator Mohammad Ishaq Dar. During the meeting, both sides exchanged views on the current situation in the Gulf and the Middle East and jointly presented a Five-Point Initiative:

  1. Immediate Ceasefire:
    China and Pakistan have called for an immediate halt to hostilities, the prompt cessation of war, and maximum efforts to prevent further escalation. They also emphasized the urgent need to allow the entry of humanitarian and relief supplies to all affected areas.
  2. Swift Initiation of Peace Negotiations:
    Both countries stressed that dialogue and diplomacy are the only viable paths to resolving disputes. Efforts should be made at the earliest opportunity to preserve sovereignty, territorial integrity, and national independence, while ensuring the security of Iran and other Gulf nations. All parties are urged to commit to peaceful negotiations and refrain from the use or threat of force.
  3. Protection of Civilians and Civilian Infrastructure:
    China and Pakistan condemned attacks on non-military targets. They called for the immediate cessation of hostilities against civilians and civilian infrastructure, including energy facilities, water plants, electricity networks, and peaceful nuclear installations, in full compliance with international humanitarian law.
  4. Security of Maritime Routes:
    The initiative emphasizes the importance of the Strait of Hormuz and surrounding waters as vital international corridors for trade and energy. All parties are urged to ensure the safe passage of vessels and restore normal maritime traffic as quickly as possible.
  5. Upholding the Role of the United Nations:
    China and Pakistan underscored the importance of the UN in achieving lasting peace. They called for reinforcing the role of the United Nations and supporting efforts to reach a comprehensive peace agreement in accordance with international law.

The Embassy of China highlighted that this initiative reflects China and Pakistan’s shared commitment to regional peace, security, and humanitarian protection, and urged all stakeholders to work constructively toward implementation.
