The Fourth National Human Rights Forum concluded in Doha today with wide national regional and international participation reaffirming the State of Qatar’s leadership in promoting human rights and addressing drug related challenges through a comprehensive and humane approach.
The forum was organized by the National Human Rights Committee in partnership with the Ministry of Interior under the theme Human Rights at the Core of Drug Control Challenges and Prospects for Sustainable Solutions. It was held in cooperation with the Ministries of Social Development and Family Education and Higher Education and Public Health. The forum also saw participation from the Public Prosecution the National Planning Council the National Cyber Security Agency the GCC Criminal Information Center to Combat Drugs and the United Nations Office on Drugs and Crime along with other concerned national and international bodies. Representatives of civil society media youth experts and specialists also took part.
Her Excellency Maryam bint Abdullah Al Attiyah Chairperson of the National Human Rights Committee stated that the forum established a practical foundation for a new phase that moves from recommendations to implementation and from vision to measurable impact. She emphasized that the forum outcomes form an integrated national framework for combating drugs based on human rights principles balancing firm enforcement with humane treatment strengthening prevention promoting rehabilitation and reintegration and safeguarding human dignity in all policies and measures.
She stressed that the real value of the forum lies in transforming its recommendations into actionable programs measurable mechanisms and responsive policies capable of addressing evolving drug related crimes while protecting society and ensuring the right to a safe and dignified life. She added that the forum recommended the launch of a permanent national platform in partnership with the National Anti Drug Committee to follow up on implementation and ensure sustainability. The platform will include representatives from government international organizations civil society experts and youth.
During the closing session Sultan bin Hassan Al Jamali Secretary General of the National Human Rights Committee read the final statement. He said participants highly appreciated Qatar’s role and efforts in combating drugs and in promoting rehabilitation and social reintegration. He noted concerns over the global rise of new drug patterns and organized cross border trafficking networks and their serious impact on human rights and community safety.
Participants welcomed Qatar’s legislative measures and public policies and issued key recommendations. These included continuous development of legislation development of a national drug control index based on a human rights approach innovative rehabilitation and reintegration methods treating users as victims establishment of a national fund to support drug victims continuous awareness campaigns private sector engagement educational reform enhanced digital safety and stronger international and regional cooperation.
In his concluding remarks Al Jamali thanked all participating entities and reaffirmed commitment to implementing the forum’s recommendations in line with Qatar National Vision 2030 international obligations and the protection of human dignity and the right to a safe and dignified life.
