Qatar Reaffirms Human Rights at Second World Summit for Social Development

Doha, November 5, 2025 – HE Maryam bint Abdullah Al Attiyah, Chairperson of the National Human Rights Committee (NHRC), emphasized that respect for human rights is a fundamental pillar and an ideal approach to achieving sustainable social development, grounded in equality, non-discrimination, accountability, and participation.
Speaking at the international seminar “Human Rights at the Heart of Social Development: Towards a Sustainable Future,” organized by the NHRC in partnership with the Arab Network for National Human Rights Institutions on the sidelines of the Second World Summit for Social Development in Doha, HE Al Attiyah highlighted the vital role of national human rights institutions in integrating human rights into social development measures, especially in combating poverty, promoting inclusion, and ensuring decent and productive work for all.
She praised Qatar’s tangible progress guided by Qatar National Vision 2030 and the Third National Development Strategy (2024–2030), noting alignment with the Social Development and Family Strategy (2025–2030) and the National Labor Strategy (2024–2030), which reflect inclusive and rights-based reforms such as abolishing the sponsorship system, setting a minimum wage, and protecting workers’ freedom of movement.
HE Al Attiyah reaffirmed the NHRC’s commitment to advancing a human-rights-based approach to address global challenges affecting social development—such as climate change, armed conflicts, migration, poverty, and social inequality—calling for multidimensional cooperation to ensure justice and dignity for all.
Assistant Undersecretary for Social Development Affairs at the Ministry of Social Development and Family Fahad bin Mohammed Al Khayareen affirmed that human rights are a constitutional principle and a core element of Qatar’s social development journey. He stressed that development cannot be complete without human dignity and inclusion.
Other speakers—including Hamad Faraj Dalmouk from the Ministry of Labor, Sultan bin Hassan Al Jamali, Secretary-General of the Arab Network, and Dr. Mary Kawar of UNDP—commended Qatar’s leadership in linking human rights with social progress, describing the summit as a milestone reaffirming international commitment to justice, equality, and inclusive development.
They agreed that true and lasting development can only be achieved when human rights remain at the heart of every social and economic policy.
