Washington, Aug. 19 — President Donald Trump said Tuesday that proposed security guarantees for Ukraine will not involve deploying American troops on the ground, stressing that his administration seeks peace without direct U.S. military engagement.
In an interview with Fox News’s Fox & Friends, Trump explained that while Washington is facilitating dialogue between Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin, any final arrangement must rely on European support. “You have my assurance — I’m president. I’m just trying to stop people from being killed,” he said, while noting that European nations may contribute personnel as part of a broader deal.
Trump confirmed that he would not attend an initial Zelensky-Putin meeting but could join a follow-up trilateral session if requested. Russian Foreign Minister Sergei Lavrov indicated Moscow remained open to bilateral or trilateral formats.
Separately, Trump announced a sharp expansion of federal law enforcement in Washington, D.C., declaring a public safety emergency and doubling the number of National Guard troops patrolling the capital. More than 1,100 guardsmen from six states are set to arrive, adding to the 800 already deployed. Federal officials reported 450 arrests since Aug. 7, including suspected gang members, alongside the seizure of 68 firearms.
Trump defended not calling Putin during Monday’s White House summit with European leaders, saying he wanted to avoid disrespect. “They have not had the warmest relations,” he said, adding that Putin later joined by phone from Moscow.
The president said he believed all parties were “tired of the war” but insisted only a balanced agreement, with strong guarantees for Kyiv, could bring lasting peace.
