KIEV — Ukraine has declared a state of emergency in its energy sector following Russian attacks on key energy facilities, First Deputy Prime Minister and Energy Minister Denys Shmyhal said Friday.
In a statement posted on Telegram, Shmyhal said the government’s priority is coordinated and effective action to stabilize the country’s energy system as quickly as possible, with particular focus on the capital, Kiev. He noted that emergency measures are being implemented to limit disruptions and protect civilians amid ongoing power supply challenges.
Under the emergency declaration, residents will be allowed access to emergency heating shelters during nighttime hours despite the curfew. The measure aims to support vulnerable populations affected by power outages and heating shortages.
The government has instructed relevant agencies to streamline procedures for connecting backup power equipment to the national electricity grid. Authorities will also redistribute such equipment among regions based on urgent needs.
State-owned companies, including Ukrainian Railways and gas operator Naftogaz, have been directed to increase electricity imports to at least 50 percent of total consumption to help stabilize the grid.
Earlier, President Volodymyr Zelensky said the energy situation remains most difficult in Kiev, Odesa, and the central Dnipropetrovsk region.
