Beijing, September 2 — Chinese President Xi Jinping and Russian President Vladimir Putin on Tuesday reaffirmed their commitment to strengthening high-level exchanges, mutual support, and strategic coordination, while pledging to deepen cooperation across a broad range of fields. The talks took place during the Shanghai Cooperation Organization (SCO) Summit 2025 in Beijing, alongside commemorations marking the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War.
President Xi highlighted that the China-Russia relationship is built on permanent good-neighborly friendship, comprehensive strategic coordination, and mutually beneficial cooperation. He stressed that both countries should leverage major projects to drive economic and technological cooperation, expand exemplary initiatives, and promote deeper integration of interests. Xi also called for strengthened resilience and understanding in cooperation to further consolidate bilateral relations.
Trade between China and Russia reached 244.8 billion U.S. dollars in 2024, making China Russia’s largest trading partner for 15 consecutive years. Xi recalled his state visit to Moscow in May, noting that both nations’ leaders attending each other’s WWII commemorations demonstrates their responsibility as major victorious powers and permanent UN Security Council members.
Xi introduced his newly launched Global Governance Initiative (GGI), aimed at safeguarding the UN Charter and advancing a fairer international order. The GGI is the fourth of his landmark initiatives, following the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative. He emphasized five guiding principles: sovereign equality, rule of law, multilateralism, people-centered development, and concrete action.
President Putin welcomed Xi’s GGI as both timely and necessary, noting that Russia-China relations have reached a historic high under their joint leadership. He underscored that the two countries’ shared sacrifices in WWII strengthen their resolve to defend historical truth and safeguard the fruits of victory.
The leaders also signed over 20 cooperation agreements, covering energy, space, artificial intelligence, agriculture, health, education, media, and scientific research, while exchanging views on key international and regional issues.
