KIEV, Nov. 26 – Ukrainian President Volodymyr Zelensky said Tuesday that the peace plan shaped during recent U.S.–Ukraine talks in Geneva has the potential to evolve into “deeper agreements,” as U.S. President Donald Trump prepares to send his special envoy to Moscow next week for further negotiations.
In his address, Zelensky noted that he had reviewed the proposal with Ukraine’s negotiating team, stressing that its principles could be expanded into broader security guarantees. He expressed hope for continued close coordination with Washington.
Andriy Yermak, head of the Ukrainian presidential office, confirmed that both sides had reached an agreement in principle on most elements of the U.S.-drafted peace initiative, though the original 28-point plan had been revised to a 19-point framework. Yermak said Zelensky intends to raise territorial issues directly with Trump.
President Trump said his team had made “tremendous progress,” adding that the revised plan incorporated additional input from Kyiv and Washington. He instructed envoy Steve Witkoff to meet Russian President Vladimir Putin in Moscow, while U.S. Secretary of the Army Dan Driscoll is expected to engage Ukrainian officials simultaneously. Trump said any final summit with Putin and Zelensky would only occur once the agreement nears completion.
U.S. Secretary of State Marco Rubio voiced optimism about reaching a deal soon, though some matters require high-level decisions. Territorial arrangements remain a difficult issue for Kyiv.
Russian officials, including Foreign Minister Sergei Lavrov and Kremlin Spokesman Dmitry Peskov, said any amended plan must reflect prior understandings and reaffirmed Moscow’s readiness for diplomatic solutions.
