BISHKEK, Sept. 1 (Xinhua) — Chinese President Xi Jinping put forward a four-point proposal at the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in Bishkek.
Xi said the SCO, founded 25 years ago, has developed into a cooperation organization spanning the largest geographical area and representing the largest population.
He said the organization’s spiritual asset is the “Shanghai Spirit,” featuring mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and common development. Its experience is cooperation based on non-alliances, non-confrontation and not targeting any third party.
Xi called on the SCO to put development first and promote shared prosperity by expanding cooperation in trade, investment, connectivity, energy, artificial intelligence, digital economy, green industry and green mining. China will establish an international cooperation center on AI applications for SCO countries and jointly implement 100 technological cooperation projects over the next three years.
He urged the SCO to make security a key goal, counter non-traditional threats, combat terrorism, transnational organized crime, drug trafficking and telecommunications fraud, and strengthen cooperation on information, bio-security and outer space security.
Xi also called for people-centered cooperation, exchanges and mutual learning, dialogue and consultation, and more equitable and orderly governance.
He stressed that all countries are equal, regional affairs should be discussed, and differences should be handled through dialogue.
Leaders signed the Bishkek Declaration and adopted 28 outcome documents covering security, economic, people-to-people cooperation and organizational development.
