Castro Indictment Raises Risk of U.S.-Cuba Escalation

WASHINGTON/HAVANA: The United States has filed criminal charges against Cuban Revolution leader Raúl Castro, seen as part of a renewed pressure campaign against Cuba, Xinhua reported.
According to the U.S. Department of Justice, Castro is accused over the 1996 downing of two civilian aircraft operated by the Cuban exile group Brothers to the Rescue, in which four people were killed. The case, revived three decades later, includes charges of conspiracy to kill U.S. nationals, destruction of aircraft, and murder.
Cuba says the aircraft entered its airspace illegally and calls the action self-defense, rejecting the allegations as politically motivated. Havana described the indictment as a “political maneuver” and part of broader U.S. hostility toward the island.
The announcement has reignited debate over U.S.-Cuba relations, with analysts warning it could deepen tensions and narrow already limited diplomatic channels. Some observers say the move may increase domestic political pressure in the United States but is unlikely to result in Castro’s extradition or trial.
The indictment comes amid continued U.S. sanctions and heightened rhetoric toward Havana. The U.S. Southern Command has reported increased military presence in the Caribbean, adding to regional sensitivity.
Despite tensions, limited diplomatic contacts between the two sides have continued in recent weeks, though analysts caution such developments risk being undermined by escalating legal and political confrontation.
