Kazakhstan Refinery to Process Russian Oil Under Agreement

ASTANA, August 25: Kazakhstan’s Kondensat oil refinery in West Kazakhstan will process Russian crude under an agreement, Energy Minister Yerlan Akkenzhenov said Tuesday.
Speaking at a government briefing, Akkenzhenov said 70% of the refinery’s output will be exported to Russia, while 30% of petroleum products will remain in Kazakhstan.
He said the refinery’s owner is not subject to sanctions, adding that the arrangement would not be affected by existing restrictions.
Akkenzhenov said there are no pipelines connecting the facility with Kazakhstan’s or Russia’s networks, so refined products will be transported by rail. He noted that reconstruction work is underway to increase the refinery’s capacity.
He said the project would bring additional investment to Kazakhstan and help protect jobs.
Akkenzhenov also said Kazakhstan’s 2026 oil production target has been revised from 98 million tons to 96 million tons, with losses linked to attacks on the Caspian Pipeline Consortium expected to reach 3.5 million tons.
Ukraine’s recent long-range drone attacks on Russian oil refineries have forced some facilities to suspend operations or undergo repairs, putting pressure on fuel production and distribution.
