ST. PETERSBURG, July 15, Russia will introduce new rules from July 21 limiting gasoline purchases on the commodity exchange to end users and authorized buyers acting on their behalf, according to the Saint Petersburg International Mercantile Exchange.
The exchange said the measure aims to improve transparency in fuel supply chains and ensure priority access for consumers.
Under the new mechanism, gasoline traded through the exchange can only be purchased for the buyer’s own use or for third parties that are confirmed end users. Only eligible trading participants registered with both the exchange and its petroleum products section will be allowed to purchase fuel on behalf of others.
Buyers using “free on rail at the departure station” delivery terms will also need to declare that the consignee or sub-consignee is an end user and that the fuel is intended for consumption rather than resale.
The exchange said violations of the new requirements will be considered breaches of trading rules and may lead to penalties, including suspension or cancellation of trading access.
The move comes as Russia faces fuel supply challenges following reported attacks on energy infrastructure in recent weeks.
