LONDON, July 24, The United Kingdom is expected to experience the highest loss of millionaires globally in 2025, with around 16,500 high-net-worth individuals projected to relocate, according to the Henley Private Wealth Migration Report 2025 published by Henley and Partners.
The report estimates that a total of 142,000 millionaires will move to new countries this year. The UK is forecast to have the largest net outflow, driven by changes in the tax environment and shifting global opportunities.
The United Arab Emirates is set to retain its status as the leading destination for millionaire migration, with a record net inflow of more than 9,800 wealthy individuals anticipated.
For the first time, major economies within the European Union including France, Spain, and Germany are also expected to see net losses of wealthy residents, with estimated outflows of 800, 500, and 400 individuals respectively.
Juerg Steffen, Chief Executive Officer of Henley and Partners, stated that the trend highlights not only dissatisfaction with current tax policies but also the increasing attractiveness of alternative markets. He noted that the long-term impact on the UK’s and Europe’s competitiveness and investment appeal could be substantial.
