US Iran Nuclear Deal Seeks Regional Stability Reset

A senior United States official said on Monday that the United States and Iran have signed a memorandum of understanding aimed at ending a four-month conflict and establishing a phased framework for future relations, including nuclear verification, sanctions relief, and regional security commitments.
The agreement was signed by President Donald Trump and Vice President JD Vance on the US side, and by Iranian Parliament Speaker Mohammad Bagher Ghalibaf representing Tehran.
The memorandum “provides a structure for how our relationship will operate,” the official said, adding that progress depends on Iran’s cooperation on its nuclear programme and regional conduct.
“The more the Iranians work with us on verifying they are not building a nuclear weapon and not funding terrorism, the more they will be welcomed into the world economy,” the official added.
On the Strait of Hormuz, the official said maritime traffic is increasing, though a full return to normal is not expected soon due to security risks.
“You will see a significant increase in traffic starting already,” the official said.
Full details will be released within 24–48 hours, while technical talks are expected later this week under Vice President JD Vance.
Regarding frozen Iranian assets, including a proposed $300 billion reconstruction fund, the official said discussions were held but access will remain conditional on compliance.
“You can’t release funds if they are used to fund instability,” the official said.
The deal is described as a diplomatic step toward reducing tensions and improving regional stability, with possible economic engagement if commitments are implemented.
