The US Senate has cleared a key procedural hurdle as Congress moves to secure funding for two major immigration enforcement agencies and restore full government operations.
In a late-night voting session, Republicans in the upper chamber used a procedural manoeuvre that did not require Democratic support, advancing legislation focused on immigration-related funding priorities.
The proposal targets the Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), with funding intended to extend through the remainder of President Donald Trump’s term.
Democrats have opposed the measure, insisting on reforms to the agencies following recent fatal incidents involving federal agents in Minnesota, which have deepened political divisions.
A separate funding measure covering the broader Department of Homeland Security (DHS) has also advanced but still requires approval from the House of Representatives. The timing of consideration in the lower chamber remains uncertain.
The Senate vote passed 50–48 after an extended session that included multiple amendment attempts in a “vote-a-rama” lasting until early Thursday.
Senate Majority Leader John Thune called the outcome an important step but said a “multi-step process” still lies ahead.
The funding impasse has contributed to the longest partial government shutdown in US history, disrupting federal operations since February and affecting services including airport security due to staffing shortages.
Homeland Security officials warn remaining funds could run out within weeks, increasing pressure on lawmakers to reach a broader agreement.
